Two make a level, and that is the point of them: you can set the two halves on different post heights and fire a tall piece beside a tray of small work in the same load. They are also light enough to load one-handed, and when one cracks you replace a half rather than a whole shelf. Set the quantity to two if you want to fill a level.

Common questions
Is this one shelf or a pair?One. The price is per half shelf. Two halves make a full level, so set the quantity to two unless you only want a single half.
Does the size mean the straight edge?The figure is the diameter of the full circle the half was cut from, so a 21" half has a 21" straight edge and suits a kiln that takes a 21" round shelf.
Why is the oval half the same price as the SP 41?They are different parts at the same list price. The oval is cut for the oval-chambered models and will not sit correctly in a round kiln, so order by the model list rather than by price.
